Through extensive research in 2018, PW Communications demonstrated the acute need for the Department of Defense (DOD) to more systematically diffuse information about its broad “innovation portfolio� force-wide. Project SHELDON has the potential to accomplish this objective as the first solution designed to enable military stakeholders to better understand and leverage the capabilities being funded and fielded through the DOD’s myriad innovation initiatives. In doing so SHELDON seeks to breakdown cross-services siloes, to reduce redundancy in market research and R&D efforts and to enhance the adoption of innovation force-wide. This proposal focuses on substantiating demand for SHELDON in the DOD; describes its capabilities and underlying technical assets, including its vast data sets of more than 1.29 million DOD contract awards and more than 8000 recipients of DOD-backed innovation program awards; and validates SHELDON’s technical merit and commercial feasibility. It also outlines PW Communications’ Phase I award objectives and presents the key metrics PW Communications will use to track and measure the success of Project SHELDON over the duration of the award.
