The SBIR Readiness Scorecard answers the question every small firm asks before spending weeks on a proposal: am I eligible for SBIR, and am I actually competitive? What the SBIR readiness score measures
Readiness is not a single number you either have or lack — it is a blend of fundamentals, which is why the score is weighted across four dimensions. A firm with a long award history but a stale registration is a different risk than a first-time applicant with a perfect technology fit, and the scorecard reflects that. The four dimensions are your SAM.gov / UEI registration, your prior award track record, your technology alignment with open topics, and your agency readiness. Together they tell you not just whether you are eligible, but where your effort will move the needle most.

This is honest by design: we never call a live SAM.gov API and never invent records. Do I need a UEI or SAM.gov registration to get a score?
No. You can run the readiness check with just a company name. Adding your UEI lets us corroborate your SAM.gov registration against award data and raises the registration dimension when it matches. If you do not have a UEI yet, that is normal for new entrants — you are not penalized as a hard failure, but registering at SAM.gov is the first step to becoming award-eligible.
