Description

This SBIR proposal demonstrates a clear path of success for adoption of its’ Tactical Cyber Solution (TCS) to enable Special Operations Forces (SOF) maneuver within the cyber domain, both inside and outside of DoD networks, to a position of relative advantage at the tactical edge of conflict. TCS normalizes cyber as a regular warfighting capability in the SOF commander’s tactical toolkit while recognizing and protecting national equities. The prototype forward-deployable offensive and defensive technology and EW/IW assessment platform – known as the Tactical Cyber Solution, or TCS, shall have the technical capability and operational reliability to: Detect, identify, geolocate, track, and suppress existing and emerging emitters in A2AD regions; Provide automated signal collection, identification, processing, and interference; Process information and support decision making for ELINT at the operator and upper echelon levels; Deliver multi-sensor collection management capabilities; Use machine learning to improve emitter modeling capabilities while securing information and the technology with advanced quantum cybersecurity techniques; and provide options as a rapidly configurable Android Tactical Assault Kit (ATAK)-compatible, attributable or non-attributable, disposable communications network and cyber weapons platform. TCS consists of three components: 1. Tactical Command Platform (TCP), a portable command and control platform that aggregates and manages cyber sensor data, directs cyber offensive operations, and integrates into broader Cyber Situational Awareness / Understanding Platforms via Open APIs. The TCP will process and disseminate sensor data to ATAK devices through a dedicated API and VPN tunnel. 2. Tactical Cyber Device (TCD), a body-worn, low Size, Weight, and Power (SWaP) COTS device capable of cyber sensor, offensive, and defensive cyber operations. 3. Labyrinth, Perfecta’s mesh network of built-to-burn nodes that provide attributional and non-attributional infrastructure to global operations.
