Description
US Army Civil Affairs warfighters face a number of challenges with the shift towards operating within diverse, multi-dimensional, and uncertain environments. An emerging key element within these future operations is the human dimension. There is an ongoing need to better understand the broader social and civil context in which operations occur, including the underlying factors that contribute to instability, and to provide insight into planning courses of action to best address potential vulnerabilities and improve the stability of an area of interest. VICTRE (Visualizations for Integrating, Communicating, and Tracking Reasoning Electronically) is a web-based application that provides a comprehensive understanding of the civil component of operational environments to aid planning and decision making. Understanding is facilitated by tools that allow analysts to rapidly find, organize, visualize, and assess complex civil information from both traditional and non-traditional sources, supporting all phases of civil information management. These tools provide mechanism for analysts to research and assess civil vulnerabilities, develop plans to address identified gaps, and track ongoing trends and progress towards their goals and objectives. VICTRE is being delivered to the Program Manager Distributed Common Ground System – Army as part of a Civil Affairs Module.
