DT Professional Services LLC — Department of Defense SBIR Phase I: N204-A02

Description

Attached is DT Professional Services LLC (a.k.a DT Pro) response to the Department of the Navy’s (DON) 20.4 Small Business Innovation Research (SBIR).  DT Pro is a CMMI Level 3 (Services), SBA certified 8(a) Small Disadvantaged Business that specializes in enterprise digital services and solutions. Our proposal presents a multi-layered, multi-vectored Integrated Data Environment (IDE) solution based on the research and development (R&D) of novel data fusion techniques to address both the fundamental requirements and the technical challenges outlined in the Digital Logistics Challenge for Improved Medical Care focus. A high-level decomposition of our solution includes: A core data layer supporting the ingestion and export of information from disparate systems using data fusion.  This data layer will serve as the foundation for the development of subsequent digital logistics tools.  The data fusion techniques, tools, and/or frameworks developed from this research could potentially result in proprietary patents that hold considerable commercialization prospects. To demonstrate the capabilities of the data fusion process, DT Pros will also create robust custom digital logistics tools for inventory and supply chain management, medical material expiration, FDA Packaging, and data curation.   These custom solutions can also be commercialized via the OpenBoxes copyleft license. Additional benefits included: The proposed solution consists of several applications, solutions and frameworks to meet and exceed the DON's requirements.  This includes Commercial Off the Shelf (COTS) software through the AEM platform which includes the Sites, Forms, DRM and Assets sub-modules. Therefore, the base platforms cannot be commercialized.  The proposed solution includes custom solutions which can be re-used on similar AEM environments.  These solutions can be commercialized, but an existing AEM license must be present in order to leverage these solutions. Open-source solutions such as MySQL and OpenBoxes are also utilized.  OpenBoxes is available to use and modify at no charge under the terms of the Eclipse Public License (EPL) and can be configured and customized to meet requirements.  The EPL 2.0 license is known as copyleft.  Custom functionality developed on the OpenBoxes platform can be added to the software and can be licensed separately and commercialized for sale to private, or government entities.
