Description
We propose VAPER (VLF Assisted Position Estimation and Resolution) to develop and demonstrate a pre-production prototype capability to estimate position and velocity from very low frequency (VLF)signals of opportunity (SoOps) in-water. Specifically, we propose to conduct an in-water test event, utilizing a Buoyant Communications Antenna in order to 1) validate our concept of a global ionosphericpropagation state estimator 2) validate our Phase II error budget, and 3) refine our concept of operations (CONOP) and objective system architecture based on lessons learned.
