Description

The technology developed by Moonlighting is aimed to create a transferable general-purpose self-declared and highly descriptive personal identity. The system is based on a block-chain in which information about the different service providers is stored and constantly updated, based on information gathered by those who have ordered and worked with the specific service provider. The system will use an evolving set of smart contracts to prove identity and claims about the identity to interested observers. We will describe the steps in the proof, then the salient aspects of the data structure that contracts rely on to provide the proof, then the approximate set of contracts that provide the proof and their relationship to the Moonlighting servers and clients (browser, mobile). Using Moonlighting’s system will enable to standardize the way information regarding service providers and contractors is stored and used by the Air Force. Using the blockchain-based system, different users in the Air Force – bases, units, facilities etc. – has the potential of improving the quality of service received by the Air Force from its contractors; as part of the reviewing process of the proposals received for a specific contract, a background check and information regarding the quality of service – accurate and updated – will be available for the reviewers. It will also shorten the time to sign contracts with service providers, as the background check for the applicants will be shorter and more accurate.   During this Phase I project, our objectives will include: Contacting procurement and contracting officers/agencies and entities within the Air Force. We will need to identify the appropriate stakeholders and the decision makers who are making the decisions on which contractor to hire and use and learn from them their exact needs and factors that guide them in the search and choice of a contractor. Based on the needs of the contracting officers/personnel, evaluate the technical feasibility of providing these contracting personnel with access to Moonlighting platform as a tool to evaluate potential contractors and as a tool to log information regarding contractors. Decide the appropriate mode of operation for the blockchain system, between two options: Setting up a dedicated system, separated from the “civilian” Moonlighting system. This system will only include information gathered and governed by the Air Force (and later – the military). Connecting the Air Force (and later – the military) to the “civilian” Moonlighting system, providing the contracting personnel with information regarding the contractors that was provided by civilian users. Determine the most appropriate pilot site. Partner with a team at the pilot site to design a technically achievable pilot that incorporates Moonlighting’s technology and satisfies both the contracting personnel requirements and requirements specified by other stakeholders in the AF.
