Signals Intelligence (SIGINT) analysts face a number of challenges that complicate their ability to determine the degree to which collected communications provide intelligence value, eliminate irrelevant content, recommend the targeting of appropriate communications, and integrate SIGINT-derived intelligence with intelligence from other sources. Analysts need a training tool that can present a large number of skills, span a variety of mission contexts, and sense and adapt to the analysts skill level to deliver an individualized training program. To meet this challenge, Aptima, Inc. and Rickard Consulting Group-PatchPlus Consulting (PPC) are developing CREATE, the Contextually Relevant Exploitation and Analysis Training Environment. CREATE is an innovative adaptive training system that accelerates contextual learning by using Partially Observable Markov Decision Process (POMDP) technology to construct individualized training programs that adapt to learner performance. CREATE will be integrated into DCGS Weapon System Trainer (DWST), the full-mission trainer for the AF Distributed Common Ground System (DCGS), to provide scenario development tools, scenario execution engines, and performance assessment, briefing, debriefing, collaboration, and visualization capabilities. DWST is intended to effectively and efficiently increase crew skills and readiness, improve crew integration and coordination, and allow rapid introduction of new platforms, sensors, tools, applications, and processes.
