Description

Shared Spectrum Company (SSC), Intelligent Software Solutions (ISS), and the University of Tennessee (UTC) at Chattanooga propose to develop and demonstrate an innovative method for a large number (~50) of low altitude UAS to obtain information on spectrum use and activities. Our approach has multiple innovations: (1) Time synchronized data collection and Specific Emitter Identification (SEI) methods to mitigate the source association problem, (2) ISSs Seer, a fuzzy multi-hypothesis abductive reasoning system that processes noisy, incomplete, multi-source/multi-INT data in support of near real-time decision making, (3) Bayesian reasoning to perform predictive analysis with uncertain and missing data, (4) Intelligent detector and classifier scheduling to reduce the processing requirements, and (5) Re-tasking the UAS to change their locations and altitude to maximize performance. Our team is highly qualified to solve this problem. Dr. Mark McHenry (SSC) has significant experience in spectrum measurements and signal detection and classification. Dr. Mark Gergen (ISS) is an industry leader in deductive, inductive, and abductive reasoning software to support the NRO, DARPA and other customers. Professor Daniel Pack (UTC) was the Director of USAF Academy Center for Unmanned Aircraft Systems Research and the Director for Unmanned Systems Laboratory of the University of Texas Austin.
