Description

The vetting process, at FMCSA, is used to identify new entrant carriers with an affiliation to existing or defunct carriers which had safety fitness issues (chameleon or reincarnated carriers). Currently, the vetting process uses only data available within FMCSA. The current vetting process is staff intensive and costly. The goals of Phase 1 are to discover externally available: Data and tools that can: o Provide additional information about both new entrant and previously existing carriers, and o Cleanse/ validate both internal and external data, and Tools and methods that can improve (and continuously improve) the affiliation strength and risk assessments. The goal of phase II will be to build a software prototype which will: Use existing data and obtain new data, Perform data cleansing and transformation, Implement the affiliation strength/ risk model, and Demonstrate how this can actually work. The result should be the ability to: Streamline the vetting process for low risk new entrant carriers, Clearly identify higher risk new entrant (and possibly existing) carriers, and Provide scoring or measures to assist in quantifying of affiliation strength and risk. Further, by comparing predictions to actual findings, it should be possible to improve the metrics used for these evaluations.
