Use of information technology within the U.S. healthcare system has made considerable strides forward in the past few years but to fully realize the full benefits of an Electronic Health Record - including higher quality and safety of care through access to the patient"s complete health record at the point of care, increased participation by patients in their healthcare through access to a shared Patient Health Record, considerable advancements in public health and evidence-based treatment, and increased efficiency in the healthcare system, the current interoperability issues must be resolved. The PCAST recently issued a report to the President where they propose that the way forward to realizing the full potential of information technology in healthcare is through the implementation of a Universal Healthcare Language Service. SYSNET International proposes to conduct during Phase I of this SBIR an in-depth study of the recommendations put forward by the PCAST report and produce both, a detailed architecture document of an effective implementation of those recommendations, and a prototype that demonstrates the feasibility of the proposed architecture for a specific domain of health data sharing.
