Description
CareStarter Technologies Inc. is a technology company focused on delivering information and resources in real time to create models of resiliency that empower entire communities. In this proposal, CareStarter seeks to compile, analyze, and report upon the current state of the United States Air Force's Exceptional Family Member Program (EFMP). EFMP is intended to provide support and guidance to enlisted members and officers who have one or more special needs family members. This report will be a deep dive into the successes and failures of EFMP case management, specifically highlighting the highest impact ways to adopt and use CareStarter's technology in a Phase II pilot. CareStarter has demonstrated significant savings on operational costs while dramatically scaling care management in other, non-military areas. With the Air Force's average caseload per EFMP case manager sitting at over 600, better solutions that utilize the efficiency allowed by technology is critical to improving the experiences of military families. CareStarter's report will focus around two populations: (1) EFMP case managers and (2) EFMP-enrolled families. This will be the first step toward improving military readiness, increasing operational efficiency and effectiveness, and allowing EFMP to move from a reactive model to a proactive model.
