Description
We propose evolving the profit analysis and profit decision support proofs-of-concept developed in Phase I into deployable prototypes in Phase II. We also propose to support a pilot of operational changes to the profit analysis, setting, and negotiations process. Finally, we proposed to research and develop tools that will help contracting and program offices write and review solicitation documents more efficiently and which provide insight into the commercial potential of the IP developed in each solicitation.
