ABSTRACT: The objective of this SBIR effort is to develop a Low Probability of Intercept (LPI) Position, Navigation, and Timing (PNT) augmentation network to provide secure PNT with less than 10 meters horizontal accuracy to ground users in a GPS-denied environment.Prior GPS augmentation concepts have focused on broadcasting GPS-like signals (pseudolites) from ground or airborne transmitters to overcome jamming.Under this effort we propose to develop a pseudolite solution that leverages the proliferation of digital radio networks to provide both tactical communications and PNT, while avoiding jamming altogether through low detection.Under this effort, we shall develop the LPI PNT Augmentation system architecture which will include the pseudolite, control, and user segment.We shall study alternative LPI waveforms that could be used for PNT augmentation and evaluate their timing/ranging performance, their area of coverage provided for PNT augmentation, and their ability to remain undetected and, therefore, unjammed, in a tactical environment. A high fidelity simulation will be used to demonstrate the expected performance of the LPI PNT system.We shall develop a design for a Phase II prototype based on an operational tactical radio which will be used to demonstrate that the LPI PNT system meets the system objectives.; BENEFIT: Accurate and reliable situational awareness is paramount for successful execution of covert missions. The LPI PNT augmentation network technology is designed to transition into operation as a software application running on fielded tactical radios providing back-up PNT under GPS denied conditions.All U.S. and allied military services are potential customers for our teams product.Our first target market will be Battlefield Airmen, the special operations force of the Air Force, who provide worldwide forward presence, engagement, information operations, precision strike, and rescue operations. We will work with AFRL to identify special operations forces requirements and assure that the Phase II demonstration aligns with a typical CONOPS.We shall also pursue commercialization opportunities with the US Army and Marine Corps who also conduct missions in GPS-challenged environments.NAVSYS LPI PNT system solution also has commercial applications to provide quality indoor location service in critical situations for first responders including police, firefighters and emergency medical personnel.
