Phase II SBIR prototype / development signal
- Phase II is where Department of Defense funds deeper R&D after feasibility. Incumbents with Phase II history are serious competitors on adjacent topics.
- Use this award as past-performance context and to map customer organizations for STRATFI/TACFI-style transition planning.
- At $5,197,532, this is a large obligation for typical SBIR Phase sizing — worth reviewing for scope breadth and teaming opportunity.

Description
On behalf of the U.S. Air Force, AFRL’s Center for Rapid Innovation (CRI) sought a Command and Control (C2) capability to bridge the information gap and unify the many disparate data sources required for Situational Awareness (SA) and Decision Support in the maintenance and security operations of US ICBM missile fields. The scope of this effort is to further develop the foundational technology created and demonstrated under the original Phase II SBIR of a core capability of importing data, modeling and simulating sensors, components, capabilities, and constraints. These capabilities are broadly applicable and the approach can be leveraged for planning any number of missions, including those supporting Air Force Global Strike Command (AFGSC) for ICBM missile field maintenance and security. For this effort in particular, these capabilities will be used to confer significantly enhanced C2/SA within all three Wing Operations Centers (WOCs) of the 20th Air Force (20 AF) (341st at Malmstrom, 90th at F. E. Warren, and 91st at Minot) by providing actionable views into disparate data sources so that users can make informed decisions. This Sequential Phase II will leverage the developments under the original Phase II SBIR by further expanding Operational Watchtower capability and deploying it to all three Wing Operations Centers (WOCs). Furthermore, Praeses will continue gathering requirements to bring the capabilities deployed at the WOCs to the Air Force Global Strike Command Joint Nuclear Operations Center (JNOC) at Barksdale Air Force Base.
