Description

DHS S&T is seeking new and emerging sensor, system, and data technologies suitable for the full spectrum of maritime border security operations that will improve vessel detection, tracking, and interdiction capabilities to mitigate maritime threats. Persistent monitoring of vessel movement in ports and waterways is manpower intensive and the current maritime surveillance systems in our nation’s ports and waterways were not designed for autonomous vessel tracking in a maritime environment.Advancing from a prior Air Force Phase I SBIR award and leveraging computer vision and object detection, Prescient Edge is developing a maritime-specific computer vision solution, named Intelligence, Surveillance, Reconnaissance Maritime (ISR-M), that will use Computer Vision (CV) and a government C5ISR mission system to autonomously detect and track vessels using shore-mounted sensors. The ISR-M will perform track correlation and target fusion, conduct text recognition of vessels name and registration, and export the derived data to a maritime common operating picture (COP) that will store the sensor data gathered from the system so it can be accessed by any maritime law enforcement.Upon successful SBIR Phase II completion and prototype, Prescient Edge will focus on the commercialization and follow-on production plan for nationwide deployment of the ISR-M to the federal/state/county/municipal government maritime ports and waterways security sector, commercial port and harbor sector, and follow-on applications including predictive analytics of vessel movement, anomalous maritime activity detection, maritime surveillance database fusion, and commercial economic port authority vessel data analytics.
