Description

The purpose of this Phase II proposal is to develop: a Nvel DNA Reach-back Support Services (RBSS) Software for fielded Rapid DNA systems as an integrated module of the existing OBIM SMS software, an accredited Rapid DNA Laboratory, and a Support Center for Rapid DNA end-user assistance. The simultaneous development of the Software, Laboratory, and Support center provides the greatest flexibility to DHS in operationalizing an inNvative and comprehensive reach-back capability for fielded Rapid DNA systems. The primary operational goal will be to provide an accredited operation with kinship and direct identification capability that allows for an easy transition to DHS facilities management. SNA will create the RBSS Software using a 12-month Agile development life cycle in parallel with establishing an accredited DNA Laboratory and developing the DNA Support Center for Rapid DNA end-user assistance. The findings and results will include a Nvel DNA RBSS Software tool and operational framework for fielded Rapid DNA reach-back operations. The software is designed such that the Laboratory and Support Center can be co-located at a single facility or in different DHS components. Currently one of the biggest roadblocks to law enforcement agencies adopting Rapid DNA is the lack of technical resources to review flagged DNA profiles and matches. The primary potential commercial application, DNA RBSS Software, removes this barrier and provides a tool for law enforcement partner crime laboratories to provide technical oversight of the testing process in the field.
