Description

Dialectic Simulations Consulting, LLC, partnered with SoSA Corp, is prepared to support the Marine Corps Wargaming and Analysis Center (MCWAC) in developing conceptual models of Civil-Military Operations (CMO). These models include both civilian population and civilian patterns of life as specified in the topic, described in JP3-57, and envisioned in Force Design 2030.   In addition to our experience and expertise, we won’t be starting from scratch on this project. We have already developed 12 of the 21 requested conceptual models in previous research, including peer reviewed & published simulations, which were coordinated with military sponsors. These models included civilian demographics; location & resource needs; sentiment & affiliation dynamics; infrastructure needs; and how these dynamically interact with persistent (e.g. political activity & infrastructure) and anomalous (e.g. loss of key services & insurgent attacks). These existing models also sit within larger simulation frameworks, which enables prescriptive analytics on the range of CMO. This further includes: shaping, deterrence, protection, or stabilization of civilian populations and governments preceding, during, or after joint-operations.   Our rigorous iterative development and accreditation process begins with data collection and prototyping in system dynamics. This allows us to plug the model into our existing DIME-PMESII simulations for testing, prior to converting to SysML format. We are familiar with M&S development and accreditation methods, as well as extending simulations into full applications. Our proposal is a 6-month Phase I Base, focused on an iterative development process, including sponsor review and customization requests, for a subset of the 21 conceptual models. Phase I Base also includes development of a full Phase II Proposal.  We also have included a 6-month Phase I Option proposal. This completes all models not finished in Phase, and conducts proof-of-concept work in preparation for Phase II.   Our team includes three PhD-level experts in simulation, military intelligence analysis, and wargaming. We also have experience in Force Design 2030, as well as civilian emergency operations at both Field & HQ level. Therefore, we feel confident can satisfy both Phase I Base and Phase I Option requirements, while also delivering on future Phase II, and Phase III needs. SoSa Corp has already delivered a similar SBIR software application through Phase III commercialization. Finally, this team has the full commitment of both Dialectic and SoSA Corp, as the President and Chief Data Scientist of each firm serve as the PI and Co-PI respectively.
