Description

Leveraging a shared blockchain platform, the LEDGEr-based Network for Document Distribution (LEDGENDD) solution promotes effective document publication and sharing within the Defense Research, Development, Test and Evaluation (RDT&E) community. In addition to high availability and confidentiality, LEDGENDD enables easy document authentication and integrity verification, traceable document delivery, and fine-grained access control beyond initial dissemination. With a consensus mechanism designed for mixed trust environments, the LEDGENDD architecture aligns with RDT&E community governance structure. It also addresses the unique challenge of integrating blockchains with Defense Technical Information Center ‘s (DTIC) semantic web technology foundation, from both information and technology perspectives. Not only does LEDGENDD address the immediate need of assured document distribution, it will also lay the foundation for future mission capabilities with a scalable data distribution platform and a vibrant ecosystem. Our Phase I work will establish the solution’s feasibility by standing up the blockchain platform, completing the application design, and demonstrating core capabilities through a representative use case.
